The project fee
The current city schedule directs building fees to its adopted fee table. One universal reroof fee would hide differences in scope and valuation.

Separate the building permit, material-change review and property approvals that shape Parkville roof work.
Free roof inspections. Clear repair and replacement options.
Parkville lists roofing among work requiring a building permit, while its code also incorporates ordinary-work exemptions from the 2024 IBC and IRC. A replacement and a small repair cannot be assigned the same answer merely by calling both roofing. Property jurisdiction and planned scope determine the permit path.

| Question | Parkville guidance |
|---|---|
| Building permit | The resident guide lists roofing; the adopted code includes ordinary-work exemptions. Resolve the actual scope before work begins. |
| Architectural standards | Section 411.030(A) excludes existing-facade maintenance and repair, including roof replacement with identical or similar materials, from those standards. |
| Private approval | Association or other private design requirements are separate from municipal approval. |
| Material changes | A visible change needs its own architectural and property review rather than an assumed maintenance exception. |

The city adopted the 2024 code family in January 2026. Its linked amendment packet identifies Ordinance 3290 effective January 20 and Ordinance 3302 effective August 4, 2026. Older permitted work needs its project-era determination.
The city requires current business licenses for contractors and subcontractors before issuing building permits. This is a public process requirement; licensing and the actual roofing scope are separate questions.
The code incorporates IBC 105.2 and IRC R105.2 exemptions. The inspected packet does not establish a separate numeric roof-area exemption. The permit holder should resolve the specific project category with the city.
